The biggest change I see here is Monster Reborn being BANNED, and Call of the Haunted getting UNBANNED.

Premature Burial will stay banned. There is a Japanese card called Brionac, Dragon of the Ice Boundary that can cause an infinite loop with it to immediately Special Summon your entire Graveyard onto the field.

Monster Reborn was banned because it was too fast. Call of the Haunted is more vulnerable, takes a turn to use, and can only Special Summon a monster from your own Graveyard, and it can't defend because it's only in Attack Position.

also less people have Call of the Haunted, but anyone doing official tournaments does so it doesn't make a difference. They usually just try to keep only one card that can bring back monsters (exception of type specific stuff and some other things, mostly referring to Book of Life here)
